Product Journey v2 safety boundary

This additive read-model shell consumes owner-module read models and deterministic local Product Journey v2 read models only. It does not run supplier, commerce, payment, warehouse, provider, credential, or irreversible actions.

Routes, graph cards, library cards, owner links, approvals, blockers, waivers, freshness, and next safe action copy come from the loaded read model. Opening a route never creates evidence or marks upstream steps passed.
